PaladinPaladin level 20 BiS in WoW Forever
Verigan's Fist is still the best two-hander at 20, but it comes from the Alliance Paladin quest chain. Horde Paladins take Hammerbone, with their own class sword, Moonsilver Blade, a few points behind.

A level 20 beta snapshot read from the client on patch 1.60.1. Blizzard has published no Forever stat weights, so this is an editorial ranking, not a tested final build.
Blizzard announced a level 30 beta cap from 2 October. See the Paladin level 30 BiS list.

Best in Slot, Every Slot
Each item gets a score from the numbers the beta client reports, weighted for the class's levelling role, and each class page lists its weights. Physical weapons count their damage per second at the Classic rate of 14 attack power per point, so a better weapon usually beats any stat line. Hit and critical strike count at half the main attribute because Blizzard has not published their Forever value. Where the best item is locked to one faction, the best choice for the other faction is listed with it. This is an editorial reading of observed data, not a solved list.

Moonsilver Blade is the reward from The Moonsilver Blade, a Paladin quest on the Horde side. Its 21 damage per second with Stamina and Intellect scores a few points below Hammerbone, so it is listed as an alternative.- Tenets of the Silver Hand is made by Enchanting (140), so it is bought or crafted rather than looted.
Consecration is baseline at level 20 in Forever, so the cap is the first point where a Paladin has the full early tanking kit.
What This Does Not Establish
Status: beta-client records ranked with editorial weights, not a tested build.
Show all 9 limits
- Every item here is a beta-client record. Stats, names and drop rules can change before launch, and some records will not ship at all.
- Where a source is listed it is the name the client records, which can be a quest, a recipe or the creature that drops it. Where none is listed, the client carries the item without publishing how to get it.
- Set bonuses are being revised across several content tiers. The checked records do not establish final bonus wording or values, so no set bonus is counted in a pick.
- Uncommon items with fixed stats are ranked alongside rare ones. Items with random stats, items that need a profession to equip, and items with no level requirement or known source above item level 25 are left out.
- Faction comes from the quest giver or vendor that Wowhead records. A few new Forever quests may still change sides or gain a counterpart before launch.
- Blizzard has published three Paladin specializations and example talents, not a build or a stat priority. This list weights for Retribution.
- Blizzard has published no stat weights, so a slot where two items are close is a judgment call rather than a measurement.
- Several picks carry no published source: the client has the item without saying who drops it.
- The beta caps at level 20 today and rises to 30 later, so this list covers the whole current ceiling rather than one step on the way to 60.
