What the new loot actually changes
Blizzard says every dungeon drop has been re-examined for Forever, that unique dungeon boss items are now blue quality, and that hundreds of new drops and updated quest rewards have been added. The beta client bears that out: filtering it for equippable items at required level 20 or below returns several hundred records that did not exist in Classic, more than a single page can usefully rank. These lists rank the best item for all 17 equipment slots, which works out to 95 new records and 96 Classic ones that nothing new has beaten yet.
Two changes matter more than the item count. Crafted gear now comes in role-named sets, so a level-20 tailor, leatherworker or blacksmith makes a piece aimed at a role rather than one generic item per slot. And spellcaster weapons grant spell damage and healing in Forever, which means a caster finally has a weapon upgrade worth questing for at low level.

The two dungeons inside the cap
Hall of Thanes and Ruins of Lordaeron are the only announced Forever dungeons whose level ranges fall inside the beta cap. Their quest rewards are the clearest gear in these lists, because the client publishes which quest gives which item.
How these lists were made
Each item gets a score from the numbers the beta client reports, weighted for the class's levelling role, and each class page lists its weights. Physical weapons count their damage per second at the Classic rate of 14 attack power per point, so a better weapon usually beats any stat line. Hit and critical strike count at half the main attribute because Blizzard has not published their Forever value. Where the best item is locked to one faction, the best choice for the other faction is listed with it. This is an editorial reading of observed data, not a solved list.
- Every item here is a beta-client record. Stats, names and drop rules can change before launch, and some records will not ship at all.
- Where a source is listed it is the name the client records, which can be a quest, a recipe or the creature that drops it. Where none is listed, the client carries the item without publishing how to get it.
- Set bonuses are being revised across several content tiers. The checked records do not establish final bonus wording or values, so no set bonus is counted in a pick.
- Uncommon items with fixed stats are ranked alongside rare ones. Items with random stats, items that need a profession to equip, and items with no level requirement or known source above item level 25 are left out.
- Faction comes from the quest giver or vendor that Wowhead records. A few new Forever quests may still change sides or gain a counterpart before launch.
A beta list ages badly. Every pick here is a reading of one client build, and Blizzard can retune any of it before launch.
