Paladin leveling 1–60
Retribution is the usual Forever leveling pick:
Holy Strike from level 6, a
Judgement that keeps your Seal,
Consecration at 20 and
Seal of Command with a slow two-hander. Paladins still have no interrupt and no slow.
- Retribution
- 7 / 0 / 44 at 60

Pick a leveling spec
WoW Forever Guides, ConquestCapped and WoW Forever Builds pick Retribution for solo leveling:
Seal of Command hits,
Benediction mana savings,
Pursuit of Justice speed, and
Holy Strike plus
Consecration from Blizzard's changes. WoW Forever GuidesConquestCappedWoW Forever Builds
- Holy: Method says Holy has the best early talents (
Divine Strength,
Improved Seals). ConquestCapped rates
Holy Shock hybrid for duos and dungeon healing, with spell power gear and careful mana. MethodConquestCapped - Protection: ConquestCapped rates it best for tanking dungeons and pulling two or three mobs with
Reckoning and
Holy Shield, but slow on single targets and weak without a group. ConquestCapped
Retribution talent order 10–60
Talents start at level 10 and you get one point per level, 51 by level 60. The Talented Legacy perk can move each point up to five levels earlier; follow the order by points spent, not by level.

What Forever changes for Paladins

Holy Strike is a new baseline ability at level 6: an instant strike that deals Holy damage based on your weapon. BlizzardBlizzard
Judgement no longer consumes the active Seal, so you can judge on cooldown and keep your Seal. BlizzardBlizzard
Consecration is baseline at level 20. It hits the first four enemies hard and the rest very lightly. BlizzardBlizzard- Oct 15 notes cut
Consecration's per-tick coefficient from 0.095 to 0.042. Beta notes
Seal of Fury is a new tank Seal at level 10 with Holy damage per swing and an absorb shield. Rank 3 is trainable at 26 per the Oct 15 notes. BlizzardBeta notes- Seal Twisting is no longer baseline. It comes from the 31-point Retribution talent
Twist of Light, which also cuts Seal mana cost by 20%. BlizzardBeta notes
Benediction now cuts the cost of all instant spells and abilities by up to 10%.
Holy Conduit cuts
Consecration,
Holy Wrath and
Exorcism cost by up to 40%. Blizzard
Sacred Arbiter is a new 16-point talent:
Holy Strike deals 20% more and refreshes all
Judgement effects on the target. BlizzardBeta notes
Vengeance is redesigned to 3 stacks of up to 3% damage for 30 s, and triggers on non-periodic crits. BlizzardBeta notes
Champion of the Light was cut twice and now turns 10/20/30% of Intellect into spell damage. Beta notesBlizzard- Blessing of Kings is baseline,
Lay on Hands has a 20 minute cooldown, and Salvation no longer conflicts with other Blessings. BlizzardBeta notes - Blizzard's Paladin kit has no interrupt and no slow. Undead and Demons are the enemies it is strongest against. BlizzardBlizzard

Legacy perks for Paladins
- Each character can spend 16 Legacy points at launch. The WoW Forever Talents Legacy record lists Talented, which starts talent points up to five levels early, behind Well Rested 5/5, so the pair costs 10 of the 16. BlizzardWoW Forever Talents
- ConquestCapped recommends Thrill of Adventure first: at 5/5 non-trivial kills outside dungeons, raids and battlegrounds restore 5% health and mana over 10 s. Paladins use both parts. ConquestCappedWoW Forever Builds

Where the sources disagree
No source has measured leveling speed for any class. The beta stops at level 30, and Blizzard says abilities and talents can still change before launch.
- Spec: WoW Forever Guides, ConquestCapped and WoW Forever Builds pick Retribution; Method says no spec is bad and suggests starting in Holy or Retribution, naming Holy as having the best early talents.
- Talent order: WoW Forever Guides starts
Benediction then
Conviction; WoW Forever Builds splits
Benediction,
Improved Judgement,
Conviction and takes
Seal of Command at 20; Method's prose starts
Divine Strength and
Improved Seals in Holy.
Holy Strike cooldown: the panel recap says 12 s; the Sep 24 notes set it to 10 s for Holy.
Righteous Fury Holy threat: Sep 24 notes list 60%; Oct 15 notes list 90%.- Weapon choice: Method prefers a Spell Power weapon; WoW Forever Builds prefers the slowest two-hander (3.5+); ConquestCapped says 3.2 speed or slower.
- No source read for this guide lists Paladin class quests or the mount chain.
