Short answer
RestedXP lists a finished Speedrun Guide for Forever at a one-time $30 per faction, plus a dungeon route for levels 1 to 30 that went live on 17 October. Zygor lists a wider set of planned Forever content, including nine new dungeon guides, behind a Zygor Elite subscription, and warns that its 1 to 60 update may be partial at launch. Which is better depends on how you pay and what you need; the verdicts below are Realm First's judgement, not test results. Both are Realm First partners.

Realm First's judgement
- Pay once, level to 35 first: RestedXP. Its roadmap lists the speedrun route as done, and a single faction is $30.
- Want to level through dungeons from level 1: RestedXP's dungeon route covers 1 to 30 now.
- Want dungeons, professions and tools in one subscription: Zygor lists those for Forever. Check the current price on its site and expect a partial update at first, as Zygor itself warns.
- Already subscribed to Zygor: its Forever guides are part of Elite, so there is no second purchase to weigh.
- Neither vendor has Forever results we can verify. Treat any claim about speed as the vendor's.
Rules
Blizzard's add-on policy says "All add-ons must be distributed free of charge". Both vendors sell guide content for software that is free to download. We found no Blizzard statement on either and no reported ban of a player. Zygor's own site says its guides are safe and will not get you banned; that is its claim. See therules page and the RestedXP worth-it page.

Realm First's judgement: RestedXP if you want to pay once for a listed speedrun route, Zygor if you already subscribe or want its dungeon, profession and Guide Viewer content in one subscription. Neither vendor has published Forever results we could check, and Realm First has not tested either on a named beta build.
Does Zygor support WoW Forever?
Zygor says guides for World of Warcraft: Forever are launching this November through its client, developed in the game's beta. It warns that beta level restrictions may leave the 1 to 60 update partial at first, with later patches finishing it.
