Short answer

Both are one-time purchases for a route that runs inside a free addon. Journey is cheaper, $25 per faction or $30 for both until December 4, less 10% with code REALMFIRST, and gives levels 1 to 30 away; its 30 to 60 route starts on the classic quests and gets Forever's new ones after launch. RestedXP costs $30 per faction or $45 for both, 10% less through Realm First's partner link, gives 1 to 20 away, and has its Forever speedrun route finished to 35 plus a dungeon route for 1 to 30.
